It would seem that my Windows 10 is different to yours. I also cannot send Email using Outlook, error code 0xccc Receive is okay.
I've tried using the advice given by Microsoft to update to the latest version of Outlook but it then tells me that I already have the latest update. I have spent a week getting the run-around trying to clear these problems but all the advice given does not relate to Windows 10 as seen on my computer. This is obviously an Engineering version and not the release as it very different to reality. I only have 1 account - Admin It asks do I want to save in Documents folder instead?
Selecting Yes gives the same error. So I saved a do to the Public Documents ok, then moved it to my Documents ok. If I open the same doc and try to save as, I get the same Admin error. I do use a third party virus software; but this was not the problem and made no difference when it was enabled or disabled.
